Oldmans Township continues to apply for grant opportunities from the New Jersey Small Cities Housing Rehabilitation Grant under the New Jersey Community Development Block Grant Program. Using the grant funds has allowed the Township to assist low-moderate income homeowners the ability to rehabilitate their homes. Some of the projects have included weatherization, exterior cladding, window and door replacement, roofing, plumbing, heating, electricity, lead abatement and load-bearing structural systems. Market to Affordable Rental Unit Program
Landlords will be offered a monetary subsidy in exchange for deed restricting specific units so that the households renting the unit would be paying an affordable rent, for a period of at least thirty (30) years. This would be done through a lump sum subsidy payment up front to the landlord. The Township will offer $70,000 to subsidize a moderate-income unit and $100,000 to subsidize a low-income unit. The maximum permitted rent for a restricted rental unit, including all utilities, shall be calculated so as not to exceed 60% of the eligible monthly income of the appropriate household size. The Administrative Agent will inform the landlord what rent can be charged, based on the number of bedrooms and utilities to be paid by tenant.
The landlord will retain ownership and oversight of the building and may conduct standard credit and background checks. However, affirmative marketing and maintenance of the waiting list will be completed by the Administrative Agent (CGP&H). Landlords will be required to identify specific units to be deed restricted. Oldmans Township will perform an inspection of the unit prior to the transfer of funds to determine if any work is required to make the unit habitable and bring it to code.
